Who is HCEB?

Housing Consortium of the East Bay (HCEB) is a 501(c)(3) non-profit, founded in 1996 to create affordable, accessible housing for persons with developmental disabilities. HCEB's supporters include family members of persons with developmental disabilities, professionals funding, coordinating and/or providing direct services for people with developmental disabilities, advocates and other interested community volunteers. HCEB is governed by a volunteer Board of Directors and is staffed by affordable housing development, tenant support and property management professionals.

How does HCEB create housing?

  • Housing Development
    HCEB partners with non-profit housing developers to develop affordable housing for persons with developmental disabilities. Housing is financed using state and local funds, HUD Section 811 funds, tax credits, loans, and grants.
  • Set Asides
    HCEB works with local housing developers and public agencies to "set aside" units in their projects for consumers. By setting aside units, persons with developmental disabilities have the opportunity to live in an integrated community setting in an affordable apartment.
  • Section 8 Vouchers
    HCEB assists local housing authorities in receiving Mainstream Section 8 Vouchers from the federal government for persons with developmental disabilities. These vouchers dramatically assist individuals in their ability to live independently.

What is a developmental disability?

As defined by the State of California, a developmental disability is a disability that occurs before the age of 18, is substantially disabling for an individual, and is expected to continue indefinitely. Developmental disabilities include mental retardation, cerebral palsy, epilepsy and autism. Also included are disabling conditions closely related to mental retardation or requiring similar treatment.

HCEB receives funding, technical assistance and/or in-kind support from:

  • The Regional Center of the East Bay,
  • Area Board 5,
