Darin Lounds
Executive Director

Darin Lounds has worked in the affordable and supportive housing fields for over 10 years as direct services staff, Operations Director and Administrative Director for two community based non-profits in San Francisco, CA, and as Program Officer with the Corporation for Supportive Housing. Darin has focused on developing and sustaining housing for youth emancipating from foster care, homeless families, and adults with disabilities. His work at CSH included advocating for the creation of important capital funding sources for supportive housing as well as providing assistance to organizations applying for and utilizing HUD and Tax Credit resources. Due to his varied roles, Darin brings an understanding of all aspects of housing for people with special needs.

Jessie Radford
Program Coordinator

Jessie Radford comes to HCEB with over twenty-three years of non-profit housing experience. His non-profit housing career started with the Portland Housing Authority in 1982. Jessie took his first non-profit housing executive management position with the County of Marin Housing Authority after relocating to the Bay Area in 1991. Jessie’s extensive non-profit housing management experience covers various affordable housing programs through HUD conventional public housing, Section 8, Section 236, Section 202 including special needs, senior/disabled and other non-profit housing agencies. He also brings a wealth of housing experience that covers staff supervision & training, maintenance operations, HUD reporting, program implementation, monitoring and development.

Jessie will manage Lincoln Oaks, HCEB’s new PRAC 811, 11-unit special needs housing development in Fremont. Lincoln Oaks is specifically designed and built for individuals with developmental disabilities. Jessie will also manage HCEB’s homes developed through the Bay Area Housing Plan for individuals leaving Agnews Developmental Center in Santa Clara County.
