Lincoln Oaks Apartments

Lincoln Oaks Apartments (LOA) is an affordable, accessible apartment building for 11 households in Fremont. Our residents are low-income adults with developmental disabilities living in a mix of one and two bedroom apartments.

They share a common area where neighbors can gather for social activities and tenant meetings; a computer room where they surf the internet and keep in touch with friends and family; laundry facilities; and two beautiful seating areas to visit with each other and entertain guests. Everyone enjoys walking up and down the internal ramp that takes you between the 1st and 2nd floors.

LOA is clean and bright and airy. The apartments open to a large, dramatically lit lobby featuring artwork by persons with developmental disabilities from Creative Growth Art Center. For many of LOA's residents, this is their first opportunity to live independently. Many attend day programs nearby and others have jobs.

Housing Consortium of the East Bay (HCEB) provides residential services that are popular among its residents. The activities include on-site social activities, independent living workshops featuring outside guest speakers, and off-site field trips.
